Mayor Bissen responsible for Lahaina evacuation per Hawaii Revised Statutes

Mayor Richard Bissen has not confirmed an afternoon emergency order was active for Lahaina on the afternoon of Aug. 8. Though a mandatory evacuation order was issued in the morning before the first Lahaina fire was contained, Maui County has not been able to show that a second evacuation order was made. The responsibility falls on Maui's Mayor per the Hawaii Revised Statutes.
