Maui just moved to phase out thousands of vacation rentals, and Bill 88 may be the only lifeline left for West Maui and South Maui condo owners. In this video I break down exactly what Bill 9 and Bill 88 mean for your property, your next purchase, and every condo on the Minatoya List.

If you own, plan to buy, or simply love a condo in Kaanapali, Lahaina, Napili, Kahana, Kihei, or Wailea, this is the update you cannot afford to miss. The rules are changing in real time and the difference between the winners and the losers comes down to the fine print.

Here is where things stand. Bill 9 is already law. It phases out short term vacation rentals in apartment zoned districts, with a West Maui deadline of January 1, 2029 and the rest of Maui County on January 1, 2031. It targets the roughly 4,500 grandfathered rentals on the Minatoya List that have operated legally for decades. Bill 88 is the companion measure. It creates two new hotel zoning districts, H3 and H4, that would give affected properties a path to keep operating. The Council passed Bill 88 on its final reading by a 7 to 2 vote, and it now heads to Mayor Bissen for his signature. One key point that gets missed in the headlines: Bill 88 does not rezone any property on its own. Each building would still have to apply for hotel zoning through a separate public process.
